The year 2024 is another significant year in the history of China's IP development. In this year, under the guidance of the Party and the country's major plans and decisions, and with the unremitting efforts of the Chinese IP practitioners, China's IP field has witnessed a number of important events and made a lot of important achievements. In order to review the accomplishments and predict future trends, the 2025 Enterprise IP Strategy Forum and Annual Conference of In-house IP Managers (hereinafter referred to as "Forum") was held on 11-12 January at the Beijing International Hotel.
The event was guided by the Patent Protection Association of China(PPAC) and China Group Companies Association(CGCA), hosted by Zhongguancun Intellectual Property Strategy Research Institute, organized by Intelligent Industry Research Center of Zhongguancun Intellectual Property Strategy Institute and new media Intellectual Property Observers, and supported by the Beijing Sunshine Intellectual Property and Legal Development Foundation.
With the theme of Empowering High-Quality Development, the Forum gathered a number of high-profile guests from the administrative, judicial and academic fields, as well as senior managers, IP practitioners and legal personnel from well-known enterprises in various industries at home and abroad. The aim of the Forum was to make an annual summary and outlook for in-house IP management, and to analyze and discuss best IP practices and strategies for navigating diverse economic conditions. In addition to macro policies and regulations, the Forum focused on the pivotal role and value of IP in driving "high-quality economic growth", fostering new forms of productivity and advancing innovation within businesses. It also highlighted the management and application of new technologies and intellectual property rights in the innovation and development of enterprises. Moreover, the Forum explored talent cultivation and team management issues to improve the quality and efficiency of enterprise IP management and operations. A total of 450 guests from all walks of life gathered at the scene and witnessed every wonderful moment of this Forum.
On 11 January, an advanced training course, the IP Eagle Talent Training Session was held, theming Cultivation and Licensing Practices of Standard Essential Patents. Chunli Bi, Deputy Director of the Intellectual Property and Innovation Development Centre of the China Academy of Information and Communications Technology (CAICT), Shengtao Hu, Researcher of the Research Center of International Intellectual Property of Peking University, and Jian Song, renowned trial specialist and former Chief Judge of the Third Civil Division of Jiangsu High Court, acted as instructors and gave lectures to the trainees one after another. Trainees participated in the course included in-house IP managers, R&D staff from science and technology enterprises, corporate legal staff, patent attorneys, and personnel handling the commercialization of scientific and research findings in universities and research institutes. On the evening of 11 January, IP Eagle Talent Closed-Door Salon(IPers' Night) was held to end the course in the memorable way.
Opening Ceremony
The Forum kicked off on the morning of 12 January. Xiaoyun Lei, Vice President and Secretary General of PPAC and Former Director General of the Intellectual Property Utilization Promotion Department of the CNIPA, Yide Ma, Dean of the School of Intellectual Property of the University of Chinese Academy of Sciences (UCAS), Distinguished Professor, and Doctoral Supervisor, and He Guo, Professor of the Renmin University of China (RUC) Law School, Deputy Dean of Intellectual Property Academy of RUC, and Executive Vice President of the Intellectual Property Law Association of China Law Society (CLS), attended the Opening Ceremony and delivered speeches successively. The opening ceremony was presided over by Kesheng Jin, Law Professor of China Foreign Affairs University and Former Deputy Chief Judge of the Third Civil Division of the Supreme People’s Court of the People's Republic of China.

The Impact of the Amendment to the Anti-Unfair competition Law on Enterprise Intellectual Property Management
On the afternoon of 12 January, three sub-forums with different themes were held at the same time. The first sub-forum discussed The Impact of the Amendment to the Anti-Unfair competition Law on Enterprise Intellectual Property Management. Ying Du, Professor, Doctoral Supervisor and Director of IP Research Center of the Law School of Central University of Finance and Economics, Qian Tao, Professor of China University of Political Science and Law and Director of the Research Center of IP, Innovation and Competition of CUPL, and Dandan Zhou, Partner of Unitalen Law Office delivered keynote speeches. Besides Ying Du and Qian Tao, Jianbo Du Senior Manager of the Law Department at Baidu Group, Ye Fan, Legal Director of Sina Weibo, and Wen Zhong, Deputy Director of Hengdu Law Firm participated in the dialogue session. The first sub-forum was moderated by Guangliang Zhang, Professor of RUC Law School and Secretary General of the Intellectual Property Law Association of CLS.
Enhancing Quality and Efficiency: Leveraging Al and Big Data in IP Applications
The second sub-forum was themed Enhancing Quality and Efficiency: Leveraging Al and Big Data in IP Applications. Terry Zhang, Founder and CEO of Mozlen Technology Co., Ltd., Wenguang Xia, Deputy General Manager of Legal Consulting Centre of CN-KnowHow Law Firm, Dr. Xinyu Zhu, Director of the R&D Department of Intellectual Property Publishing House Co., Ltd., and Binghan Zhou, Assistant to Chairman of IPHOUSE Network Technology Development Co., Ltd. delivered keynote speeches. Jun Liu, Head of the Patent Department of China Mobile Research Institute, Changli Zhang, Deputy Director and Secretary General of the Intellectual Property Protection Chapter of CSIA and Chairman of UniTrust TimeStamp Authority, Ethan Zhang, Vice President of RWS China, and Mingtao Long, CEO of Beijing LogicLeap Technology Co., Ltd, participated in the dialogue session. The second sub-forum was chaired by Ying Liu, Researcher of the Lab for Digital Economy and Policy Intelligence, a Key Lab of MIIT.
Platform Operation Models and Copyright Infringement Liability
The third sub-forum themed Platform Operation Models and Copyright Infringement Liability. Weina Li, Chief Judge of Beijing Internet Court (Litigation Service Center), Jian Song, renowned trial and IP expert, and Former Chief Judge of the Third Civil Division of Jiangsu High Court, Yuanfang Du, Head of the IPR Protection of Youku made speeches. Bingbing Yao, Vice President of Jiangsu Research Institute of IP Protection and Development and Former Chief Judge of the Intellectual Property Court of Nanjing Intermediate Court, Man Luo, Chief Judge of the Intellectual Property Court of Beijing Chaoyang District People's Court, Yichen Cai, Legal Manager of the Legal Department of iQIYI and Yang Zi, Director of the Legal Work Committee of CTPIA participated in discussion. Sanqiang Qu, Professor and Doctoral Supervisor of the Law School of Beijing Institute of Technology and President of the Beijing Intellectual Property Law Society made a concluding speech. The third sub-forum was hosted by Haijun Lu, Professor and Doctoral Supervisor of the Law School of China University of International Business & Economics.
IP Eagle Talents' Evening
On the evening of 12 January, a grand party was held.
At the party, the Launching Ceremony of the Selection and Training Program for Outstanding IP Practitioners and the Appointment Ceremony of Think Tank Experts (Training Mentors) were held. A total of 53 elites from colleges and universities, research institutes, enterprise and agencies across China were appointed as training mentors for the Outstanding IP Practitioners (IP Eagle Talents) Selection and Training Program.
In addition, the finalists of the 2024 Outstanding In-house IP Managers; 2024 Outstanding IP Service Teams; 2024 Outstanding International IP Service Teams; and 2024 Outstanding IP Management Teams under the IP Eagle Talents Selection and Training Program were unveiled.
The Forum aimed to establish a leading platform for communication within the industry, facilitating idea exchange among professionals in various IP-related fields.
