On October 12, the ‘Notice of implementing the third batch of university intellectual property rights operation and management Center pilot construction application’ and the working scheme was publicized. It announced that five universities including Henan University of Technology, Henan Polytechnic University, North China University of Water Resource and Electric Power, Xuchang College, Nanyang Institute of Technology were determined for the third batch of the pilot unit of constructing Henan university’s intellectual property operation management center. The trial will run from 2020 to 2022.

According to the requirements, the pilot units will further improve the pilot construction scheme and strengthen organization and leadership. And quantify assessment target, detailing the division of task, and clarify time node. Moreover, the pilot units will link with the patent quality promotion in colleges and universities, and improve the entire working arrangement of transformation. Speeding up the construction of the university’s intellectual property operation and management center with the well-arranged system, people, places, funds, task, being distinctive, and integrate online and offline. To perfect the construction of the university’s intellectual property standardization management system, enhance the level of colleges and universities use to create quality and transformation and promote production-study-research cooperation, and contribute to the local economic development.
