CNIPA: The Number of Invention Patents Per Ten Thousand People Completes Targets of the 13th Five-year Plan ahead of Schedule

National Intellectual Property Administration of China (CNIPA) held a regular press conference of the third quarter to release major statistics and relevant information of the first half of 2019. Spokesman Hu Wenhui said that by the end of June 2019, the number of invention patents per ten thousand people in China reached 12.5, an increase of 1.0 compared with the end of 2018, and that 12 targets set in the 13th Five-Year Plan had been completed ahead of schedule.

According to Hu, the first half of 2019 saw China's major intellectual property indicators meet development expectations, and the comprehensive strength of intellectual property has steadily improved.

In terms of patent, in the first half of 2019, the number of applications for invention patents was 649,000, down by 9.4% year-on-year; a total of 238,000 invention patents were granted, an increase of 9.9% year-on-year. By the end of June 2019, the number of invention patents of China (excluding Hong Kong, Macao and Taiwan) totaled 1.74 million, with 12.5 patents per 10,000 people.

In terms of trademarks, 3.348 million applications for trademark registration were filed, a decrease of 4.1% year-on-year; and 3.515 million trademarks were registered, up by 67.8% year-on-year in the same period. As of the end of June, the number of valid trademark registrations was 22.743 million, increasing by 35.3% year-on-year, with an average of one valid trademark per 5.2 market entities.

In terms of geographical indication (GI), in the first half of 2019, China approved 229 registrations of geographical indication, and 116 enterprises were allowed to use GI-special signs. As of June 2019, a total of 5,090 geographical indications have been registered, altogether 2,380 geographical indication products have been approved, 8,295 enterprises have been allowed to use special signs, and 24 national demonstration zones for the protection of geographical indication products have been established.

In terms of layout designs of integrated circuits, the first half of 2019 saw a total of 2,904 applications for layout designs of integrated circuits filed and 2,487 licenses issued, up by 45.7% and 52.0% year-on-year respectively.

Hu said that in the first half of 2019, comprehensive law enforcement was achieved in national patent and trademark administrative cases, with 6,529 cases of patent infringement and counterfeiting as well as 11,500 cases of illegal use of trademarks investigated and dealt with.

In addition, Hu Wenhui summarized five major characteristics of the statistics in the first half of 2019:

1. The number of invention patents per ten thousand people has reached targets set in the 13th Five-Year Plan ahead of schedule.

2. The number of foreign applications for intellectual property in China has increased steadily.

3. The structure of application for invention patents has been continuously optimized in China.

4. The time required for intellectual property examination and registration has been reduced constantly.

5. The efficiency of the application of intellectual property has been greatly enhanced.
