Trademark Informatization Construction has Achieved Significant Results during the 13th Five-Year Plan

In 2020, the proportion of online trademark applications in China was as high as 98.05%, an increase of nearly 17% from 81.29% in 2016. As of the end of 2020, there were approximately 178,802 registered users of China's trademark online service system, fourteen times the number of registered users in 2016. During the "Thirteenth Five-Year Plan" period, the Trademark Office of the National Intellectual Property Administration, PRC actively implemented the State Council’s reform requirements, continued to promote the reform of trademark registration facilitation, intensified the construction of trademark informatization, and created a trademark online service system and the trademark informatization construction has achieved remarkable results.

 

During the "Thirteenth Five-Year Plan" period, the Trademark Office launched a trademark online service system that integrates six functions including online application and payment, and successively opened online application for trademark refusal review, trademark opposition and other online application functions to explore intelligent trademarks review model, which has improved the quality and efficiency of trademark review, and promoted the reform of trademark registration facilitation, and to release more dividends. In particular, in 2020, in order to support the resumption of work and production, the Trademark Office has successively launched subsequent business functions for domestic applicants to handle the renewal of the Madrid System for the International Registration of Marks, and appoint agents. In 2020, the proportion of online applications for Madrid System for the International Registration of Marks reached 94%.

 

"As of the end of 2020, the Trademark Office has published nearly 900,000 documents of various types, and more than 50 million trademark stock data have been released free of charge." According to the Trademark Office, it will strive to promote comprehensive and instant disclosure of trademark review and adjudication documents during the "13th Five-Year Plan" period. The trademark database is freely open to the public, the publication function of trademark registration review rejection notice and trademark opposition decision document is launched, and multiple measures are taken to promote the transparency and standardization of trademark work while broadening the scope of open sharing of trademark data to realize "visible" trademark data, the trademark administrative confirmation work is running transparently.

 

In the next step, the Trademark Office will continue to strengthen the construction of information technology, continue to promote business services, government services and information services "one network for all", and continuously improve the quality of trademark public services.
