Beijing Reviewing Picture Copyright, Stressing on Three Priorities

Beijing held a meeting on copyright of image industry on May 7, in order to reorganize regulations of the industry. At the meeting, the Proposal for Improving Operational Order of Picture Copyrights was adopted and Measures for Copyright Management of Beijing Image Industry was well discussed.
The Copyright Administration of Beijing released the Notice of Improving Operational Order of Picture Copyrights which highlighted three priorities.
Firstly, to confirm the ownership of pictures. Any pictures without authorized or clear ownership should never be published on any platforms.
Secondly, to standardize review process and criteria for picture collection, strictly controlling the whole process from the beginning by combing technology with human resources.
Thirdly, to guarantee transparency of the platform with the help of technologies, labeling source information and market price, providing better service to owners and customers and creating an open, fair and just environment.
The Proposal for Improving Operational Order of Picture Copyrights by the Capital Copyright Industry Alliance was well recognized and by all the enterprises present at the meeting. They all agreed that it was necessary to collectively uphold the order of picture industry and promote sound operation.
Wang Yefei, deputy minister of Publicity Department and Director of Copyright Bureau said at the meeting, relevant companies and online platforms should fully realize the importance and urgency of copyright protection, implement copyright laws and regulations, set up and improve copyright regime, strengthen authorization and review, control legal risks. The administration should strictly strengthen responsibility implementation system, improve order of picture copyright, better protect picture copyright in accordance with the law, resist infringement so as to promote sound development of picture industry.
