2023 Legal Forum on ICV was held on March 30 in Beijing

The 2023 Legal Forum on Intelligent Connected Vehicle, co-organized by China IP Magazine, Intelligent Industry Research Center of Zhongguancun Intellectual Property Strategy Research Institute, and Intelligent Technology Law Research Center of Beijing Institute of Technology, was held on March 30 at the Broadcasting Tower Hotel Beijing. The hybrid Forum, which aims to promote the innovation development and improve the legal environment of the ICV Industry, attracted more than 200 offline attendees, including scholars, judges, and representatives from the leading enterprises across the globe, as well as over 10,000 online attendees.

The Legal Forum mainly includes four parts: Forum on the Development and Legal Compliance of the ICV industry, Report on 2023 China Intellectual Property and Data Compliance of ICV, Forum on Innovation Development and Upgrading of Policies and Regulations of ICV industry as well as Dialogue on Promoting Legal Compliance to Empower the Development of the ICV Industry.

At the Opening Ceremony, Qin Yuanming, Chief Judge of the Civil Adjudication Tribunal No.3 (IPR Division) of the Supreme People's Court and Deputy Director-General of the Beijing Municipal Intellectual Property Office, and Guo Dezhong, Professor and Vice Dean of the Beijing Institute of Technology School of Law, delivered addressing speeches. Qin summarized the IP work achievements of Beijing during the past five years, introduced the measures Beijing has taken to build the foundation and IPR advantages of the ICV industry, and analyzed IPR protection problems and challenges faced by the industry. Guo stated the latest development of laws and regulations in the ICV field, pointed out the close relationship between intelligent technology and legal rules and ethics, and introduced the breakthrough measures of Beijing Institute of Technology in the field of intelligent technology law research.

With the increasing integration of modern information technology and automobile industry, ICV industry also ushered in new development opportunities. At the Forum on the Development and Legal Compliance of the ICV industry, Wang Zhenpo, Professor of Beijing Institute of Technology, shared his insights on the latest development trend of Intelligent Connected Vehicles. Ai Hezhi, Senior Director of Product Marketing at Qualcomm Inc, said that in recent years, the auto industry has seen a new development trend and is accelerating its transformation into digitization. As a high-tech company, Qualcomm has been providing years of technology accumulation in the fields of communications, multimedia, artificial intelligence (AI), and system-level chip (SoC) to automobile manufacturers and other partners, so as to jointly create high-performance, low-power consumption, and intelligent user experience. He Shan, President of Consumer Protection Law Association of China Law Society, made a speech on how to promote the development of the automobile industry and the protection of consumer rights and interests. Song Jianbao, Researcher of the China Institute of Applied Jurisprudence and Director of the Internet Judicial Research Center, pointed out five major Issues concerning the implementation of the Personal Information Protection Law that may have significant impact on the ICV industry.

Following the Forum on the Development and Legal Compliance of the ICV industry, the Report on 2023 China Intellectual Property and Data Compliance of ICV was released. Wang Lei, Researcher of Intelligent Technology Law Research Center of Beijing Institute of Technology and Secretary General of Intelligent Industry Research Center of Zhongguancun Intellectual Property Strategy Institute, gave a brief introduction on the design and the outline of the report.

The afternoon Forum on Innovation Development and Upgrading of Policies and Regulations of ICV industry began with Huang Long ( Deputy Director of the Map Technical Review Center, Ministry of Natural Resources)’s Speech on “ICV Mapping Geographic Information Data Security Risks and Response Suggestions”. Zhang Guangliang, Professor and Doctoral Supervisor of Renmin University of China Law School, Teng Zenan, Representative from the Intellectual Property Development and Research Center of the CNIPA, Sun Gu, Legal Director of Li Auto, Yao Liying, Director and Senior Researcher of the Intellectual Property Consulting Department of Beijing IP Research Institute, Li Shilun, Vice General Manager of Junjie Technology, also shared their insights on the theme of “SEP Licensing and Royalty Determination of ICV”, “Exploring the new intellectual property rights protection of ICV Data”, “Data Circulation and Protection — Boundary and Vision for New Energy Vehicle Enterprises”, “Patent Pattern, New technology and Investment and Financing Issues of ICV”, and “Visual Identification Technology Research and Development and Intellectual Property Management”, respectively.

The Forum ends with the Dialogue on Promoting Legal Compliance to Empower the Development of the ICV Industry, where, Tommy Zhang, President and Editor-in-Chief of China IP Magazine, Liu Xuefei, Vice Director of the Law Department of Beiqi Foton Motor, Yuan Mei, Data Compliance Legal Adviser of Audi China, Shen Meng, Senior Legal Counsel of Baidu, Wu Huishu, Senior Manager of Data Security and Data Compliance Governance Department in Daimler China, Huang Zhuxin, Legal Manager of Xiaomi Mobile Software Co., Ltd, and Feng Yongzhen, Intellectual Property Director of Chongqing Talent New Energy Co., Ltd had a heated discussion on the opportunities and challenges facing the ICV Industry in the new era.
