On October 18-19, the 2018 National Brand IP Service Agencies - “Holding Hands to Serve Creative Development” event, sponsored by National Intellectual Property Administration(CNIPA), organized by Gansu Provincial Intellectual Property Administration, was held in Lanzhou, Gansu Province. Liu Jufang, deputy director of the Strategic Planning Department of CNIPA, Zhu Xiaoli, deputy director of the Gansu Provincial Science and Technology Department, attended the launching ceremony. Nearly 20 National Brand IP Service Agencies, relevant municipal intellectual property bureau of Gansu Province, enterprises and institutions, intellectual property service agencies, and central and local media attended the activities, a total of more than 200 people participated in the activity.

 

Liu Jufang stressed in his speech that brand building is the only way to develop and strengthen the service industry. A number of State Council’s documents proposed to “foster large-scale, professional, market-oriented, international Intellectual Property Brand IP Service Agencies.” To this end, CNIPA has selected 201 National Brand Cultivating IP Service Agencies.

 

After third-party evaluation, 138 agencies have become National Brand IP Service Agencies, and have played a benchmark typical and leading role.

 

She also pointed out that President Xi Jinping put forward major initiatives to jointly build the “Silk Road Economic Belt” and the “21st Century Maritime Silk Road” in 2013, which made Gansu a frontier position for China to open to the west. The intellectual property system plays an important role in promoting the co-construction of the Belt and Road. Gansu is the last stop of a series of regional economic development actions in 2018. I hope that brand agencies will take advantage of this opportunity to enter Gansu and serve Gansu, and revolve around the construction of “The Belt and Road”(B&R) and the upgrading of Gansu Province’s industrial transformation to create a fair and transparent business environment, continuously optimize the innovative environment contribution.

 

Zhu Xiaoli introduced that in recent years, Gansu has thoroughly implemented the strategy of innovation-driven development and intellectual property rights (IPR), and has made remarkable achievements in many fields, such as the creation of IPR, the protection of IPR, the operation and transformation of IPR and so on.

 

As of August 2018, the number of effective invention patents in Gansu Province reached 6,651, averaged 2.53 patents per 10,000 people; a total of 7 national IPR pilot cities were built, 159 provincial IPR advantage enterprises were cultivated, 86 national IPR superiority enterprises and 6 national IPR demonstration enterprises were cultivated. The province has realized a total of 331 patent pledge, financing amount of 3.4 billion Yuan. At the same time, the following intellectual property public service platform has been continuously developed and are now in operation: China petrochemical patent database platform, China (Lanzhou) patent technology display and trading platform, right protection platform, intellectual property information public service platform and patent intelligent retrieval public service platform of China (Gansu) Intellectual Property Rights Assistance Center Sub-Center (Workstation).

 

In July 2018, Gansu province approved the national IPR military civilian integration local pilot. The provincial government has issued the Gansu province intellectual property rights military-civilian integration pilot work plan.

 

This activity includes special presentation of National Brand IP Service Agencies, the brand organization docking enterprise or institution discussion, the policy environment promotion and introduction, communication and discussion with the brand agency and the local service organization, park research and other module. In the special presentation module of National Brand IP Service Agencies, the representatives of brand agencies preached and shared experience about the cultivation of high-value patents and the management of intellectual property in the process of enterprise transformation and development, intellectual property operation personnel training and other topics.

 

The selection and evaluation of high value patents provide high quality resources support for the operation of high value patents at the back end, which can help to improve the management efficiency and operational efficiency of patent assets and stimulate the effective demand of the market, high-value patent supply, demand docking and patent transfer and industrialization. Li Jie, senior consultant of Baoding Dawei Computer Software Development Company, introduced the process and method of patent screening. He pointed out that first of all, we should select and cultivate high-value patents in view of the stock of enterprises, and construct a five-in-one screening system. The key is establishing a standard based on economic value, technical value, legal value, market value and strategic value. Second, it is necessary to explore a number of screening paths to distinguish the patent that has released its economic value and the patent that has not released its economic value. Finally, obtain the screening results. Compared with the existing high value patent evaluation/screening system, the comprehensive screening system is more comprehensive, that is, it increases the strategic value, clarifies the concepts of market value and economic value, and clears the boundary between them.

 

Intellectual property management and protection is an important part of enterprise management. Strengthening intellectual property management and protection of enterprises can not only promote technological innovation, but also improve the competitiveness of enterprises. However, the awareness of intellectual property management in Chinese enterprises is relatively weak, and their intellectual property management has not been planned from a strategic perspective. He Qingwa, director of Shenzhen WISPRO pointed out that we should know all aspects in intellectual property management. She said that first of all, it is necessary to understand the company’s business strategy, basic conditions, the degree to master and use to rules, the ability to control procedures, and the ability to control research and development files and applications. At the same time, it also includes the company’s existing distribution, quality, industry and value chain attribute, technology structure attribute and other attributes. Second, it is necessary to analyze the different stages of the enterprise. In the original starting stage, we should check and fill the gaps and defects, breakthrough in quantity; In the stage of business support, we should consider what is the high quality and high value patent/patent combination from the user experience, perfect the system, database, flow form and other supporting facilities; In the stage of strategy application, we should pay attention to the management of patent output process under the business operation thinking, and master the international rules of professional team.

 

Xu Hong, chairman of Chengdu JIUDINGTIANYUAN said that in recent years, the intellectual property service industry was in strong trend and rapid development. The service organization has also undergone profound changes, mainly reflected in the continuous expansion of the service field, increase in service personnel; constant improvement in service capacity, continuous improvement in service depth; constant optimizing in service mode and significant improvement in service effect. He pointed out that service organizations should change their concepts and thinking, established the attitudes of being the principal, jump out of the agency and start business operation, and change from agent view to operational view.

 

It should actively devote itself to the construction of intellectual property operation service system. Focusing on the advantage industries and future industries with large industrial scale, strong industry influence and urgent demand for intellectual property rights, they should, through patent operation, strengthen the distribution of patents, foster and operate a portfolio of high value patents, and carry out early warning and prevention and control of intellectual property rights risks, and increase the operational value of intellectual property rights.

 

In the policy environment promotion module, Tao Tao, Deputy Director of Gansu Intellectual Property Administration, introduced Gansu IPR related policies from four aspects: I. Strengthen overall planning and top level design; II. Through intellectual property program projects, increase support for intellectual property services; III. Strengthen the cultivation of brand IP service agencies, including financial subsidies, etc. ; IV. Guide intellectual property service institutions to carry out intellectual property operations, including pledge financing operations. He also introduced the construction of the Silk Road international intellectual property port. Subsequently, the relevant officials of Lanzhou Science and Technology Bureau, An Ning District Science and Technology Bureau and Lanzhou Hi-tech Zone also introduced the development situation in the region and the relevant policies to support intellectual property service agencies.

 

In the section of exchange and discussion between brand agencies and local service agencies, Shi Jinlong, director of BizSolution Co., Ltd., Ma Kejun, director of intellectual property affairs center of Gansu Province, Huang Xiantao, general manager of Beijing Haizhong intellectual property consulting company, they respectively gave presentation on risks and related measures encountered in agency development, the exploration and practice of brand creation, the Silk Road and geographical indications, etc. At the same time, the intellectual property office, brand agencies and local service agencies began exchanges and discussions on how to gather intellectual property resources, cooperation in a variety of ways and other issues.

 

Deputy Director Liu Jufang summed up the brand organization propaganda and exchange discussion links. She noted that topics such as high-value patent cultivation and silk road geographical indications were the characteristic content in the conference.

 

She also made recommendations to the present intellectual property service agencies: First, we should adhere to an open mind, opening can help institutions to build a consortium, form a good ecological circle; Second, we should attach importance to brand value. Up to now, 138 service organizations have been appraised “National Brand IP Service Agencies” cherished their honor and continuously improved their professional quality.

 

Local service agencies can learn from them. Third, we should strengthen cooperation, hope to start from this holding hands activity, from acquaintance to knowing each other, and step in the follow-up the deep exchange and the cooperation. Fourth, pay attention to contact, including local institutions, local institutions and brand agencies, learn from each other and seek common development.

 

At the same time, we should attach importance to the relationship with the provincial bureau, listen to the advice and guidance of the provincial bureau, and contribute to the high quality development of the local economy.

 

The brand entry activity has come into the Lanzhou Institute of Physics. It is understood that Lanzhou Institute of Physics was founded in 1962, was originally the Lanzhou Institute of Physics of the Chinese Academy of Sciences, and was the first professional institute engaged in vacuum science and technology in China. According to introducing, the Institute has always adhered to innovation-driven development, has successively undertaken 973 and 863 scientific research projects, “exploring generation”, major national scientific instruments and special projects, and won the National Technological Invention Award, has obtained more than 400 scientific and technological achievements, 380 national and industrial standards, and more than 800 invention patents, and has made important contributions to China’s aerospace and national defense undertakings.

 

In addition to visiting Lanzhou Institute of Physics, the brand agencies also came to Gansu provincial intellectual property affairs center.

According to introducing, Gansu provincial intellectual property affairs center was established in 1984. It is the unique comprehensive intellectual property service organization in the province. It specializes in the application and agency service, document information service, business services and legal services in the whole field of intellectual property rights, and specially in patent field.

 

It is the national technology transfer demonstration organization identified by Ministry of Science and Technology.

 

In order to build a bridge between the supply and demand of intellectual property services, to implement the coordinated development of Beijing, Tianjin and Hebei, to make strategic arrangements such as “The Belt and Road” and the Yangtze River Economic Belt, and to cooperate with the implementation of “Pioneering and Innovation by the Masses” at the request of the relevant local intellectual property offices, as of October 2018, CNIPA has organized 15 brand agencies hand in hand series activities for economic development across the country, with Gansu province is the last stop of the 2018 series. Series of holding hands activities have attracted about 2500 enterprises and institutions to participate, and have facilitated a number of cooperation.
